Summary of Position

Mission:

The Sustainability and Governance Manager will be based in Kathmandu with regular travels on the field (50%), and work under the direct supervision of the Rehabilitation Program Manager (RPM). S/he will be responsible mainly for (i) capacity building, assistance and supervision of all the aspects of sustainability initiatives (particularly financial) for the private rehabilitation service providers (ii) providing close assistance to 5 ex-STRIDE
PRCs for the development of business plan (iii) the planning and implementation of an integrated public-private strategy for providing rehabilitation service in the remote area

Description

Qualification and Skills : 

 

  • Master's degree in management , finance , economy or related field with 5 years of experience in the field of local organization support
  • Strong knowledge on Business Plan development
  • Knowledge of network private rehabilitation service providers functioning
  • Knowledge on Nepal authorities system for budget allocation to local
  • Ability to coordinate and collaborate with other donor programs and with USAID implementing partners for creative solutions , and complementarities to maximize results 
  • Good interpersonal , communication , coordination and networking skills

 

Key Responsibilities :

  • Support Network of rehabilitation service providers to promote quality management and governance and help them implement effectively quality insurance mechanisms
  • Support 5 physical rehabilitation centers in developing business plans to help reach financial sustainability
  • Assist Network of rehabilitation service providers to develop strategies and skills for marketing , business planning , financial management and fundraising 
  • Strengthening Network of private rehabilitation service providers to lead the advocacy activities for the promotion of private rehabilitation provider's activities.
  • Human resource management

 

Responsibilities

R1: Support Network of rehabilitation service providers to promote quality management and governance and help them implement effectively quality insurance mechanisms

Aim: To increase the quality in leadership, management and governance in private rehabilitation service providers through to network of private rehabilitation service providers

Benchmarks: Members of network of rehabilitation service providers has participated successfully to Leadership, Management and Governance (LM&G) training

Activities:

  • Coordinate with Deputy RPM for signing contract with Management Science for Health (MSH) for supporting HI expert in HQ selected to be trainer;
  • Coordinate with MSH and HI expert in HQ, selected to be trainer, for the preparation of the training
  • Lead the organization of training, practice exercises and coaching (6 months), including supervision of Training Officer, P&O & PT Capacity building Officer and others PRA team involved in this activity
  • Lead the technical support to 5 ex-STRIDE PRCs for implementing RMS with the supervision of P&O & PT Capacity building Officers and Sustainability Officers.

 

R2: Support 5 ex-STRIDE PRCs in developing business plans to help reach financial sustainability through mixed funding sources

Aim: To increase the quality in leadership, management and governance in private rehabilitation service providers through to network of private rehabilitation service providers

Benchmarks: Members of network of rehabilitation service providers has participated successfully to Leadership, Management and Governance (LM&G) training

Activities:

R3: Assist Network of rehabilitation service providers to develop strategies and skills for marketing, business planning, financial management, and fundraising

 

R4: Strengthening Network of private rehabilitation service providers to lead the advocacy activities for the setting of integrated private public system, including accreditation mechanism and for the promotion of private rehabilitation provider’s activities

Aim: To provide necessary and equity based supports to each rehabilitation centres to strengthen their financial sustainability for services

Benchmarks: Fund raising strategies and plans developed at each of the project supported centres and the partners assisted and guided to implement the plan and achieving required financial supports from diversified state and non-state sources.

Activities:

  • Coordinate for the development of strategic orientations and initiative in strengthening sustainability of  physical rehabilitation services; in close coordination with RPC and H.I. Nepal programme
  • Develop support mechanisms to ensure active participation of PR service providers for development of the strategies for strengthening their financial and managerial sustainability, and organise necessary trainings and capacity buildings actions.
  • Develop and implement capacity building strategies to strengthen fund raising and management capacity of the centre managers and fund raising and outreach officers of the rehabilitation project’s partners.
  • Coordinate with the team members to develop and implement strategy and process to organise trainings, orientation and awareness activities for the concerned central authorities on the situation and requirements in physical rehabilitation and needs for development/strengthening of policies and mobilization of resources for the sustainability of PR services.
  • Develop strategy for development of local coordination groups (including PR Centres, authorities, user groups and other concerned stakeholders) at local level (district and municipalities) and assist them for effective coordination, mobilization of resources and other means required for sustainable PR services at  local level
  • Ensure effective implementation of partners’ fund raising plan in close guidance and supervision of the Project Coordinator-Physical Rehabilitation Project.
  • Organize periodic reviews of the partners’ sustainability initiatives and activities and recommend them for required adjustments and provide assistances to the partners for the implementation of fund raising plans.

 

R5: Assist partners for the development and implementation of outreach and campaigns strategies

Aim: To coordinate closely with the management team and ‘fund raising and outreach officers’ of the five rehab centres; with focus on strategic design of the campaign and building skills and tracking success in resource mobilization by the implementing partners.

Benchmarks: Outreach and campaign strategies developed at each of the centres and they are assisted and guided to implement the outreach and campaign strategy.

Activities:

Design outreach and camping strategies

  • Assess the existing approaches and outcomes of outreach actions of the STRIDE project and identify barriers to reach the unreached population in remote districts in the regions
  • Develop outreach strategies to ensure access of services to population in remote districts and consequently design campaign approaches for that together with the partners

 

Facilitate partners to implement outreach and campaign strategies

  • Provide required assistance and guidance to the partners (centre managers, fund raising and outreach officers and executives) to optimise their outreach activities for service provisions in remote districts and campaigns to increase ownership and financial contribution from local authorities for rehabilitation service provisions in the communities
  • Support partners for the organisation of campaign initiatives to sensitise district authorities, health actors and health service providers on the need and importance of rehabilitation services and their access to  people during mobile camps, district level consultative meetings, regional health review meetings, health and nutrition cluster meetings, district disability coordination meeting.
  • Coordinate with the rehabilitation centres in the development of their functional linkage with health facilities (district hospitals, health posts and PHCs) to refer people with disabilities for the rehabilitation services

 

Monitoring, Reporting, Documentation

  • Support M&E Officer to ensure accurate database on outreach and camping initiatives by reviewing and analysing the database of the partners
  • Analyse the project beneficiary data comparing with other secondary data of state and non-state  actors in the campaign districts to measure result of campaign approaches in addressing the unmet needs of the rehabilitation services in those districts periodically
  • Prepare and monitor the implementation of annual, quarterly and monthly action plan of the outreachand campaign activities of the project.

 

R6: Assist RPC for strengthening rehabilitation system

Aim: To support RPC for the organisation of national workshops and consultative meetings in strengthening physical rehabilitation system and services in Nepal.

Benchmarks: Required preparation works, coordination and communications ensured for organisation of the national level consultative meetings and workshops related to rehabilitation system strengthening.

Activities:

  • Prepare and consolidate the overall plan for workshops and meetings; do required preparatory works, organize coordination and communication with the partners and stakeholders In consultation with the RPC.
  • Develop strategy for development/promotion of national and provincial coordination mechanisms to strengthen sustainability of physical rehabilitation sector in Nepal.
  • Ensure and maintain relation and liaison, coordination and reporting with the Government authorities at national level (Ministries- MOWCSW, MOH, NPC, MOFALD, MOYS, etc.) as well as regional level (Provincial Health Directorates, District Coordination Committee office etc.) and with other stakeholders (in regards to promotion of rehabilitation services)
  • Ensure proper internal and external communication and interaction related to sustainability and outreach; and provide appropriate information to partners and other stakeholders.
  • Maintain regular correspondence and follow up communication with the stakeholders including central authorities.
  • Represent H.I. in forums and event externally as and when necessary.
  • Complete any other duty required for the RPC and H.I. Nepal Programme.

 

R7: Documentation and Reporting

Aim: To Maintain required documentation related to sustainability and outreach initiatives and develop quality analysis and reports.

Benchmarks: Updated documentation of information on partners’ sustainability and outreach initiatives and
achievements are in place and RPC is supported for progress reporting to donors and other agencies

Activities:

  • Draft progress reports related to sustainability and outreach component of the project to donors and government authorities
  • Support the RPC in defining and preparing strategic documentation of the project (proposal development,activities, methodology etc.)
  • Coordinate for capitalization of lesson learnt during the implementation of sustainability component of the STRIDE project.
  • Write training/workshop completion reports and field visit reports
  • Develop and provide monthly and quarterly individual plan of action related to sustainability and outreach  components
  • Ensure that reports, planning papers and other materials are documented and circulated timely as necessary and according to professional and confidentiality requirement
  • Contribute in internal reviews, evaluations, reports and documentation process.
