ABOUT PLAN INTERNATIONAL  

Plan International is an independent development and humanitarian organisation working in 52 developing countries that advances children’s rights and equality for girls.  

Plan International has been working in Nepal since 1978, helping marginalised children, their families and communities to access their rights to health, education, economic security and protection. Through the support of local partners, Plan International works in 42 districts in Nepal. The main program areas in its new Country Strategy are Early Childhood Development, Education, Youth Economic Empowerment, Child Protection and Resilience, including humanitarian assistance as required.  

ROLE PURPOSE 

Early Childhood Development Coordinator based at Field Office contributes to programme formulation and implementation. The position holder will bring specific technical expertise in the thematic area and ensure achievement of the relevant outcomes and impact as identified in the Country Strategy. 

The position holder ensures the quality of program delivery and the achievement of agreed outcomes in accordance with program design. S/he is responsible to achieve a rights-based, gender transformative and inclusive program. The position holder will also lead on influence work approach in program implementation and provide technical support to the team.  S/he is accountable for leading the innovation and ensuring lessons learnt are constantly integrated in program interventions, thus continuously improving efficiency and effectiveness. S/he also leads the district and sub-national level networking and advocacy in coordination with the Head of ECD Program, program teams and Communication teams. 

DIMENSIONS OF THE ROLE 

Early Childhood Development Coordinator reports to Area Manager.  This position is a member of Field Office Management Team (FOMT).  S/he will be a budget holder and have to monitor and manage the Field Office budget under her/his portfolio.  

The position holder supports in developing concept notes in coordination with line manager and 
Business Development team to develop evidence based project proposals.  S/he leads the Early Childhood Care Development sectoral program implementation and thematic influencing at district and sub-national level.  S/he will be a key lead in her/his thematic areas and will be dedicated to providing coordination and monitoring of all activities associated with the implementation of the programme at community, district and sub-national level.  Early Childhood Care Coordinator will coordinate and collaborate with other agencies including concerned line agencies and Municipality/Rural Municipalities for successful implementation of the program. S/he will also represent Plan International Nepal in external forums including thematic clusters. 

The post holder builds strong, strategic relationships with external stakeholders, including relevant government officials, legislators, UN agencies, development partners, alliances and partner organisations, to position Plan International as an influential leader on key child rights and gender issues. S/he supports provincial, district and municipal level influencing.  

Description

ACCOUNTABILITIES 

The position holder is accountable for 

  • The position holder ensures the quality of program delivery and the achievement of agreed outcomes in accordance with program design. 
  • Ensure effective program partnerships in Early Childhood Development including meaningful participation and efficient use of resources to meet the program objectives and outcomes set out in the annual plan and Country Strategy 

 

Project/program development 

  • Support to define sectoral program strategy and contribute to achieve outcome of the Country Strategy  
  • Support the process of drafting and finalising the program sector strategy working with program team at Field Office along with partner staff aligning with global strategy 
  • Ensure that the Early Childhood Development program is gender transformative 
  • Ensure that the Early Childhood Development program builds on and generates evidence to inform Plan’s influencing agenda 
  • Ensure effective program partnerships in Early Childhood Development including meaningful participation and efficient use of resources to meet the program objectives and outcomes set out in the Country Strategy 
  • Provide technical support in design and development of ECD strategy to Municipality/Rural Municipalities.  

 

Project Management  

  • Ensure Early Childhood Development project management on different technical/practical challenges and day to day operations 
  • Ensure project cycle is followed for each project including kick off meetings, drafting of project outlines, implementation of activities, mid and end term evaluation 
  • Ensure effective project monitoring by taking necessary corrective actions that are being followed up and reviewed periodically
  • Review all projects in program area and ensure that project objectives are achieved effectively
  • Ensure that Plan’s contractual obligations on project targets and deliverables are met by thematic coordinators and implementation partners 
  • Make regular program reviews and provide feedback to the FO program team and report to line manager 
  • Ensure that qualitative report has been submitted on time to Business Development team for their submission to NO/ Donor 
  • Ensure that relevant policies and procedures of Plan International Nepal and government of Nepal have been respected and complied with o
  • Ensure high degree of technical expertise while implementing projects relevant to technical specifications/standards 
  • Contribute as a Cluster lead in cluster meetings and support Emergency response Team for project design, developing response plan and delivery.  

 

Working with Partnership 

  • Work closely with Field Office program team and strategic partners to achieve program quality as per Program Quality Policy  
  • Ensure timely delivery of project activities as per project log frame, theory of change and detailed implementation plan and share the report to line manager  
  • Assess the partner’s capacity in terms of technical skills for project delivery, design a training plan to enhance their capacity and monitor it regularly in coordination with line manager and AM.  

 

Influencing & Campaigns  

  • Lead to develop district and community level campaigns in local context in line with priority national campaigns   
  • Lead sectoral networking and representation and build relationships and alliances with relevant networks, government bodies, federations and other agencies 
  • Lead evidence based lobby and influencing within the sectoral program at Field Office level and ensure that programme plans include influencing objectives 
  • Represent Plan in relevant committees, professional networks and sectoral clusters to maintain organisation’s professional image on the sector. 
  • Influence at municipality and provincial level for promoting children’s agenda on Early Childhood Development in annual and strategic planning of R/Municipalities in line with influencing objectives 

 

Resource Mobilization  

  • Proactively work with program team to develop concept notes in coordination with line manager and Business Development Team to support proposal design at country level 
  • Support partner organizations and finance team to ensure full compliance with grant conditions   
  • Donor reports and progress are shared and monitored for continual improvement 

 

Team Management and Development  

  • Lead ECD program/team at Field Office level 
  • Demonstrate Plan International’s core values showing exemplary behaviour   
  • Support to ensure annual staff training plan of the team are being designed, approved and implemented in close collaboration with line manager and Area Manager  
  • Define the team’s performance objectives and  review/assess their performance throughout the year, supported by regular one-to-one coaching conversations and feedback using Plan International’s performance management system and other tools 
  • Ensure implementation of Plan International’s core policies including global policy on safeguarding children and young people and Gender Transformation 

 

Contribute to drafting Job Description’s for any new position/review changes in job profile and support in recruitment process 

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

KEY RELATIONSHIPS 

The position holder will work with thematic heads/ Specialists/coordinators and the project managers and Field Office Management Team to implement the strategy and related work in policy analysis and influencing. The position holder will work closely with FO program team and partner organizations and support them to achieve the organizations influencing goals. 

The position holder will represent Plan International Nepal in external networks within the district and sub-national level to develop strategic relationships with external stakeholders, including government officials, legislators, UN agency and partner organisation, to position Plan International as an influential leader on key child rights and gender issues. 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Knowledge and Experience 

  • Master’s  Degree in  social science, education, health or relevant field.   
  • At least four years of demonstrated experience working in a mid-level position coordinating and managing the Early Childhood Development program portfolio 
  • Advanced knowledge and experience of International and National Early Childhood 
  • Development program, project and policies 
  • Experience of development and humanitarian issues affecting children, women and families  
  • Demonstrated experience in successfully using key influencing strategies such as advocacy, lobbying, movement building, or policy development 
  • Experience in carrying out power, policy and political analysis to inform strategies and projects 
  • Strong knowledge of child and women’s rights and gender justice 
  • Advanced understanding of the development and NGO sector.    
  • Essential: Experience of working with coalitions and networks.
