Summary of Position

ROLE PROFILE

Title : Resilience Program Coordinator  
Strengthening Community Resilience to Disaster through School Safety Initiative Project (70%) and Regular DRM program under SPAD 11 (30%)

Functional Area: Program

Reports to : Area Manager

Location : Itahari Field Office, Sunsari

Travel required : Plan International Nepal working districts

ROLE PURPOSE

The position will be responsible for the overall implementation, coordination and reporting of the of the Strengthening Community Resilience to Disaster through School Safety Initiative Project and the DRM components under the SPAD 11 ensuring the quality and timely delivery of the project activities maintaining highest technical quality according to the objectives and approach in the project document, fund agreement document and to the satisfaction of project stakeholders. S/he will provide guidance and technical, administrative and management support for the project to Plan’s Area Office, implementing partners and community organizations on project related activities in the districts. 
S/he will be accountable for the quality implementation of the above in alignment with Plan’s global strategies/standards and Country Strategy

 

DIMENSIONS OF THE ROLE

Under the direct authority of the Area Manager and the considered guidance and support of the DRM Specialist, the position will be responsible to implement Strengthening Community Resilience to Disaster through School Safety Initiative Project for three years in Nepal. The position will be based in Itahari Field Office, Sunsari with frequent travel to project schools and communities. 

Annual project budget: around 15 million NRS

Implementing locations: Sunsari District

Area of responsibility: planning, implementation, partnership management, advocacy, coordination, reporting, monitoring and quality assurance of the project.

Reports: prepare periodic and final report of the project based on project requirement/project agreement.

Committee: DDMC, LDCRC, local level clusters, child network, SDMC

ACCOUNTABILITIES

Key Result Area (KRA) 1: Resilience project has a clear, result-based & updated work plan and budget plan in place that will ensure the timely delivery of project outputs.

  • Prepare Detail Implementation Plan (DIP) and Project Outlines (POs) and provide technical backstopping to project implementing partner(s) in line with approved DIP and POs.
  • Develop a realistic, prioritized, result-based work plan & budget forecast.
  • Ensure gender equality and social inclusion perspective in the project planning and implementation cycle.
  • Coordinate with finance team to prepare rolling budget/FAB as per actual expenditure and adjust activities in coordination with NGO partner and concerned staff.
  • Periodically review the monthly/annual/quarterly project plans and budgets and purpose for revision as and when required for effective project implementation
  • Coordinate with team members and partners to timely execute approved project activities meeting budget spending and liquidation targets.

 

Key Result Area (KRA) 2: objectives outlined in project document are met through delivery of quality activities

  • Effectively manage daily project, including planning, implementation, monitoring, evaluating, and reporting (Pipeline Review, Detailed Implementation Plan). Conduct routine project needs assessments and project reviews to ensure successful implementation
  • Establish and manage partnerships including ensuring efficient utilization and timely accountability of funds and other resources allocated to implementing partners
  • Provide direct technical support and capacity building of partner’s staff in program design, training development, program implementation, and developing strategic directions
  • Develop, operationalize, coordinate and monitor the annual monitoring and evaluation plan and conduct evaluations as per need.
  • Monitor financial discipline and cost effectiveness to maintain optimum project operational costs.

 

Key Result Area (KRA) 3: Plan International Nepal’s professional profile as a humanitarian organization is maintained and further strengthened

  • Collaborate and coordinate with existing district and local level government structures and local authorities including but not restricted to Rural/Municipalities, DCC, DDMC, LDCRC.
  • Represent Plan International Nepal on Child Centered Disaster Risk Management and Education issues at provincial and local level (key events), in relevant professional networks, alliances and sectoral clusters and use these platforms to improve Plan’s relevance, to influence externally, and to build Plan’s professional profile.
  • Coordinate with respective sectors within Plan International Nepal i.e. DRM, Education, Protection etc. to ensure the technical quality of these components of the project.

 

Key Result Area (KRA) 4: Quality periodic reports developed and submitted.

  • Prepare and submit quality periodic project progress reports as per donor requirements and project document 
  • Develop and submit update reports as required by Plan International Nepal.
  • Fill in the project progress reporting and other sections in the SAP regularly.

 

Key Result Area (KRA) 5: Proper steps are taken for knowledge management and dissemination.

  • Ensure proper and comprehensive documentation and effective record keeping for accountability purposes 
  • Develop a system for knowledge management, capturing, documenting and disseminating project experiences, lesson learnt, case/success stories and best practice to stakeholders
  • Involve and contribute to the research study and policy debates in the Safe School sector.

 

Key Result Area (KRA) 6: Undertake Corporate Responsibilities

  • Maintain confidentiality of all critical and sensitive information of the organization.

  • Assess situation and make appropriate decisions on timely basis
  • Timely identify and communicate changes needed to achieve project goal and targets
  • Negotiate with diverse stakeholders at community, district and central level
  • The position is a part of DRM Team and may required to be deployed any time anywhere in the country for the emergency response work of Plan International Nepal, in case of Emergency.
  • Facilitate to improve capacity of Plan & partners staff

 

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Knowledge and Experience

  • Bachelor’s Degree with 2-3 years of experience in Disaster Risk Management/Risk Reduction,  Environmental Management, WASH, relevant Engineering, Natural Sciences, Community Development, Social Sciences and/or International Development or a Master’s Degree with 1-2 years of experience in the relevant sector
  • Demonstrated experience in Project Management in the area of Disaster Risk Management and/or Education sector
  • Experience of working with children, youth, Schools, SMC/PTA, DMCs, CBOs, NGOs and GOs 
  • Work with UN/I/NGO in similar capacity is preferred
  • Proven experience in program development, management, including scheduling, budget development and budget management
  • Understanding of Nepal’s national disaster management structure, systems, plans and priorities including sectoral emergency preparedness and response mechanisms
