Summary of Position


LOCATION: Country Office, Save the Children




Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Supply Chain Management (SCM) Coordinator will be responsible for the supply chain management of HIV, TB and Malaria program related pharmaceuticals and health products (health commodities) at sub-recipients (SRs). He/she will also coordinate for the local procurement of health commodities, health equipment, program items, IT equipment & supplies, and services.

Budget Responsibilities: None

Role Dimensions: The Global Fund project works in 75 districts for TB and HIV and 30 districts for Malaria program with around $23 million budget a year. The SCM Coordinator will be responsible for supply chain management of all HIV, TB and Malaria related pharmaceuticals and commodities in the country under the Global Fund grant.



  • Coordinate with SRs and Program for the collection of routine reporting and requisition (logistics reports) of health commodities.

       -Bimonthly Requisition and Issue Forms for HIV health commoditie

       -Quarterly Report and Requests for TB sputum supplies

  • Review the logistics reports for the accuracy of the data and provide feedback to the SRs for improvement. Conduct supportive supervision monitoring at SRs to review and improve their recording and reporting systems.
  • Take a lead to prepare and execute distribution plans to supply health commodities, program items, IT equipment & supplies to the SRs and other service deliver sites. Coordinate with transportation companies, government entities (Epidemiology and Disease Control Division, National Centre for AIDS and STD Control, National Tuberculosis Centre), regional offices to ensure that they are safely delivered to the SRs and sites within stipulated time.
  • Carry-out regular supportive supervision monitoring visits at SRs to ensure that they store health commodities as per standard warehouse management guidelines.
  • Manage warehouse at Save the Children under the Global Fund grant per standard warehouse management guidelines, Save the Children’s Country Logistics Manual.
  • Prepare annual procurement plans in coordination with Program, Finance and relevant supply chain management colleagues at the country office and government entities.
  • Take a lead for any local procurement following the Save the Children procurement policy and Country Logistics Manual, and Global Fund guidelines. Coordinate with relevant functions at the country office, e.g., Supply Chain and Media & Communication, as required.
  • Ensure that proper quality tests are done for any items locally procured as per the Global Fund’s guidelines and Save the Children procurement policy and Country Logistics Manual.
  • Collect price list of different products to be procured in future and conduct market surveys of these products as per Save the Children procurement policy.
  • Be responsible for the proper documentation of all local procurements, receipts and service completion, payments, warehousing, distribution of health commodities, program items, IT equipment & supplies. Ensure that the documents (both hard and soft copies) are properly archived for easy retrieval.
  • Be responsible for entering the program items on TIM and ensure that the assets are enter in Empower as well.  
  • Maintain procurement database (example, but not limited procurement tracker) and produce periodic reports (example, but not limited to benefit tracking, key performance indicators) as per the need.
  • Organize regular review meetings to discuss and improve upon key performance indicators.
  • Manage contracts (rental, insurance, preventive maintenance, etc.) procured by the Global Fund project. Track the contracts for payments and timely renewal/ re-procurement.
  • Maintain and update assets lists to help donor reporting and award closeout.
  • Undertake any other assignments as requested by supervisor.

  • Master Degree in Business Management or relevant disciplines.  



  • At least 3 years in relevant field. Experience in procurement and supply chain of health commodities preferred.
