Summary of Position

Terms of Reference (ToR) for Technical Assistance to UNICEF Partners 

Job Title: Data Management Officer , based in Provinces- 5

Duration: 11.5 months

Objective and Tasks: The major objective of the technical assistance is to strengthen the National Immunization Programme at the Federal, Provincial and Local levels by ensuring to improve the existing situation in data management and reporting system. The technical assistance will be fully engaged in providing technical assistance through continuous capacity building at subnational level providing regular verification of data and jointly monitor progress with the government counterparts.  During the period, the Data and Management Officer will be responsible to conduct onsite mentoring and coaching that will enable skills transfer and increased capacity of the government counterpart in managing data and functional of DHIS.


Specific tasks

  • Provide technical support the Provincial Health Directorate and local governments in the collection, use, storage and sharing of immunization information/data related to the subnational NIP activities with attention to data consistency, alignment of targets and indicators 
  • Coordination with provincial and local governments for adaptation and implementation of data collection, analysis and monitoring tools. 
  • Collect, collate, and analyses data from the districts and provide timely feedback for course correction in support to Routine EPI strengthening initiative
  • Ensure that data management system is functional and well efficient to provide information during local level planning. Hold regular meeting with key stakeholders and other partners working in DHIS and prepare/share meeting outcomes to all concerns.
  • Strengthen capacity of provincial and local governments including relevant partners on immunization data/information management, analysis and reporting. Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. 
  • Make contributions to and provide technical assistance for the planning and establishing the major assessment, research including implementation of RapidPro and monitoring routine immunization activities. 
  • Undertake lessons-learned reviews on successful and unsuccessful practices and experience at the subnational levels. Similarly, pay attention to store information in concise and make easy access to levant persons for specific purpose such as annual reports, donor reports and management reports.



  • Submission of a situation analysis brief report on the status of information management and DHIS reporting system 
  • Submission of monthly activity report covering specific tasks on analysed immunization coverage data, feedback and corrective actions. One case study to be attached in each report (for every month)



Education:  University degree in social sciences, demography, statistics or a related technical field

Work experience: Minimum two years of progressively responsible professional work experience in data management at subnational level.  Specialized training in statistical software knowledge of socio-cultural practices and language in relevant province will be an asset. 

Special skills: 

  • Good written and spoken Nepali and English language
  • Good working relations with local authority and Health Offices very crucial.
  • Good interpersonal skills, team-oriented work style, work adaptation in multi-cultural environment, proven ability to facilitate cooperation in a multidisciplinary team.
  • Self-motivated, ability to work with minimum supervision, seriousness about quality and timeliness of work. 
  • Current knowledge of development and technology in related field. Knowledge of the health system in Nepal is an asset.


Reporting Relationship:  The Data Management Officer will report to the Provincial Health Directorate as direct supervisor and second supervisor (i.e. Health Officer in a UNICEF Field Office as well as Health Specialist (Child Health) in Kathmandu. 

Working Conditions: The Data Management Officer will be based in the Technical Support Units (Immunization) of the Provincial Health Directorates with frequent visits to the field.
