Summary of Position

Terms of Reference (ToR) Of WASH Coordinator

Job Title:

WASH Coordinator -1, will be based at Kamal Bazaar Municipality of Achham and provide extended technical support to Ramarosan Gaun Palika and Dipayal Silgadhi Municipality of Doti.


Duration:

The duration of the contract is initially for 5 months. The contract is expected to commence from 01 March 21 with possibility of extension. 

Description

Objective and Tasks/Deliverables:

The overall objective of this position is to provide technical assistance to afore said 3 Palikas (local governments) for successful implementation of UNICEF supported WASH programme (Regular, COVID and other emergencies).


The specific deliverable tasks include:

Communicate, coordinate, cooperate and collaborate

  • Establish stronger coordination and collaboration with Palika to ensure WASH programme implementation is in accordance to the agreed plan of action of the Palikas.
  • Establish good professional relation with Palika WASHCC members/social/infrastructure development sections of Palika and other stakeholders present in the Palika.
  • Work in close coordination, cooperation and collaboration with WASH focal person of Palikas.

 

Strengthening Palika level WASH institutional structures and mechanisms

  • WASHCCs are functional at all the levels in Palikas in accordance to the new governance structure at local level.
  • Arrange monthly meeting with the focal persons of all the Palikas, progress shared, issues discussed and developed the monthly action plans and meeting minutes which will be shared to UNICEF.
  • Track result against the set timeline and report to the Palika, and UNICEF on monthly basis or whenever needed.
  • Support for Palika/ward/community level capacity building orientations and ensure desired output and result.

 

Support in WASH programme planning and implementation of planned activities in Regular and
Emergency context

  • Support and lobby for resources allocation and leveraging for WASH programme targeting most needy communities.
  • Support for finalization of Palika level WASH Plans (if required) and implementation of prioritized community water supply projects, water safety plans, WASH in institutions (i.e. school and health care facilities), community sanitation and hygiene promotion.
  • Support in regular planning process to incorporate WASH issues and leverage resource in WASH sector,
  • Technical support and guidance to WASH frontline workers/triggers in the selected Palikas for community/household sanitation and hygiene promotion,
  • Coordinate and support to implement WASH in institution, repair and maintenance of water supply projects, scaling-up of water safety planning and declaration of water safe communities.

 

Monitoring and technical support through field visits.,

  • Ensure results vs targets (periodic- Monthly, quarterly, bi-annually) set by the field office are met.
  • Arrange /coordinate with the Palikas for joint monitoring visits of the programme areas and communities,
  • Facilitate donor visits, third-party monitoring visits in programme palikas/communities
  • Support to programme palikas for proper reporting, recording, documentation and timely reporting (physical and financial as per the UNICEF’s HACT standards and / protocol.
  • Periodically update the progress made in the filed in given reporting formats (M & E, Activity progress reporting, monthly, quarterly, half year and annual reports)
  • Documentation of learning and innovations from field
  • Facilitate national, international and local events/days in the Palikas/communities
  • Support in activation of WASH coordination clusters, preparation of contingency plan, emergency preparedness and response as per need.

 

Support in COVID-19 and Emergency Response:

  • Coordinate with local government officials and WASH stakeholders for situation update of COVID-19 pandemic and other emergencies occurred in the working areas,
  • Activation of cluster coordination mechanism,& facilitate for development and implementation of response plan,
  • Capacity building of frontline workers and officials of programme palikas, communities and CSO partners in aspect of assessment, 4W reporting, report compilation, water treatment options, sanitation and hygiene promotion,
  • Technical support to municipalities and CSO partners for effective implementation of COVID-19and emergency response activities, community campaigning and reporting of impact and effectiveness
  • Support in emergency response in affected palikas and communities in coordination with local government, CSO partners and cluster members.
  • Review of the programme implemented at the local level and prepare detail report with documentation of best practices and lessons learnt including update of 4W, M & E, end-use monitoring and other periodic reports
  • Progress reporting in coordination with WASH cluster and programme.

 

Qualifications:

Education

  • Bachelor degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Sanitation Engineering, Sociology, Rural Development
  • Additional training in WASH, Health Education or Communication for Development (Programme Communication) focusing to WASH, an asset.

 

Work Experience

  • Three years of progressively responsible professional work experience in the UN or other international development organization, national government, NGOs or private sector in the sector. 

 

Technical/Social Knowledge

  • Good technical knowledge on the theories, principles and methods in the communication for behavior change,
  • WASH in schools and health care facilities,
  • Water supply projects management, appropriate water supply and quality technology, sustainability of water supply and sanitation,
  • WASH planning and monitoring and evaluation.
  • Community based sanitation hygiene education or latrine construction and solid waste management.
  • General knowledge of methodology of programme/project management, programmatic goals, visions, positions, policies and strategies for sectoral programmes
  • Knowledge of human rights and gender/disability issues, specifically relating to children and women, and the current UNICEF/ Govt’s position and approaches.
  • Financial, supply and administrative rules and regulations of UN/UNICEF and Government of the Nepal.

 

Language Proficiency / Computer skill

  • Proficient in speaking/writing in English and Nepali and local language of Mid & Far-Western Nepal is an asset.
  • Good computer skill in Excel, Words, PowerPoint,

 

Other

  • Have two-wheeler driving license and holding own motorbike is an asset,
  • Candidates from working district will be highly preferred.

Reporting Relationship:

The coordinator will report to respective WASH Officer of UNICEF Field Office in Nepalgunj and coordinate with the team of respective Palika’s staff & sections responsible for WASH.
