Clean water, decent toilets and hygiene are three essentials that help people lead dignified and healthy lives. They should be normal for everyone, but for millions of people they are not. We are determined to make clean water, decent toilets and good hygiene a normal part of everyday life for everyone, everywhere within a generation.


Purpose of Role

  • Lead the Integration and Policy Team to manage, organize and conduct regular analysisof developments in national policies that are relevant to WASH, national sector budgetsand performance, and for using this analysis to design and adapt WaterAid Nepal policywork, advocacy and campaigning strategies. Lead the analysis of policies andengagement cross sector especially Health (including Nutrition, Hygiene) and Educationto both influence policies and identify areas of programme development for WaterAid.
  • Member of Country Management Team with main responsibility to advise on strategydevelopment and policy and advocacy work, and strategy to influence and link nationaland relevant global agendas with district and sub-district programming, with a strong focuson cross sector collaboration 



  • Lead the analysis of relevant national policies as well as identify windows of influence,including regional and global, and develop effective strategies guided by a human rightslens to ensure WaterAid Nepal’s influencing strategy can have maximum reach andimpact. Ensure such work is aligned to the strategic objectives and programme plans ofWaterAid Nepal.
  • Work closely with Country Management Team and Programme/Project Leads/Managersto ensure that they are aware of policy level challenges and opportunities that arise, andstrategies are designed, planned and implemented based on holistic analysis.
  • Promote linkages within WaterAid Nepal to improve high quality analysis of latestdevelopments in sector policy, budgets and performance, with a focus on the nationalWASH context and in relation identify and lead areas for integration with Health, Educationand such relevant team/unit/department.
  • Draw on analysis of policy to play an active role in national policy debates advocating forsector policies, budgets and practice that improve the lives of the most excluded andvulnerable ensuring WA quality programme standards
  • Analyse risks related to policy and advocacy work and ensure this analysis is reflected inthe approach of WaterAid aligning to human rights principles and approaches
  • In liaison with Programme and Monitoring & Evaluation Departments, initiate thedevelopment of community led action research, case studies, impact surveys and other research to adequately inform stakeholders about the critical issues in the WASH andcross sector (Health and Education).
  • Prepare and ensure high quality analytical case studies, position papers and policymessages / briefings notes, targeting different audiences in order to pro-activelyinfluence power holders and the policy making arena in Nepal.
  • Maintain up-to-date knowledge of the wider social, political and economic contexts aswell as sector-specific issues and best practice to ensure that WaterAid Nepal is at theforefront of national policy debates related to its work.
  • Develop and maintain productive working relationships with key actors in national policydebates, including government officials, development partners and representatives ofcivil society.
  • Support WaterAid Nepal to strengthen civil society’s policy engagement capacity in theWASH sector; work closely with national NGOs, CBOs, and CSO networks to strengtheninstitutional capacity to effectively engage with national and local policy making andimplementation processes.
  • Develop and guide the implementation of advocacy campaigns at national levels that arelinked to local level, with analysis of the risk and its mitigation. Develop and guide theimplementation of media campaigns, and identify campaigns led by other organisationsthat WaterAid can contribute to.
  • Lead the development of fundraising proposals and programme designs for policy andadvocacy work and provide reports of activities for WaterAid and different stakeholdersand audiences in close collaboration with Programmes and Business Developmentteams.
  • Develop and manage the budget for WaterAid Nepal’s Policy and Integration work(including work to support policy engagement by civil society), adhering to financialguidelines, ensuring value for money and acting as appropriate within delegatedauthorities.
  • Foster teamwork and collaboration between staff in the Team/Unit, effectively manageperformance, provide leadership and coaching, guiding the team through operational workplans, ensuring important deadlines are met, with proper resource planning and regular1:1 meetings with direct reports and team meetings, keeping abreast of all unit/ teamactivities.
  • Take active measures to address gender and social inclusion, particularly relating togender, caste, disabilities, in operational planning, leadership behaviours and activities
  • Support partners in developing and aligning policy and advocacy agenda for creatingsynergies in the work.
  • Keep close liaison with Regional Advocacy Manager- South Asia and Policy andCampaigns Department (PCD) in UK.
  • Represent WaterAid, as recommended by the CD in relevant national CSOs, donors, andgovernment forums related to WASH to influence thinking of other stakeholders oneffective delivery of WASH.


Other Responsibilities

  • As a key member of the Country Management Team contribute proactively to CPmanagement and organisational effectiveness
  • Ensure highest standards of accountability through ensuring good communication andinformation sharing in line with GDPR (WAUK) within and outside the organisation
  • Be aware of, understand and comply with the WaterAid Code of Conduct and allWaterAid Nepal policies and procedures
  • Actively contribute to shape and participate in emergency response if necessary
  • Undertake other related duties as may reasonably be assigned by the Country Director


Person Specification


  • Masters in social sciences, public policy, public health or relevant discipline
  • Minimum 7 years of experience in similar role
  • Proven experience of designing and leading influencing strategies that have impactson the lives of the people of Nepal
  • Demonstrated ability to build collaborative partnerships and alliances for influencingthe sector
  • Understanding of human rights approaches to development and how they might applyto the WASH sector in Nepal, Cross sector primarily Health (including nutrition) andEducation, key sector stakeholders and critical blockages and opportunities
  • Proven skills in policy analysis, understanding of political economy, and relatedprocesses and tools with ability to apply in shaping policy and advocacy work
  • Ability to demonstrate exceptional behavioural qualities such as critical thinking,problem solving, active listening, proactive and service oriented
  • Confidence in working with senior level stakeholders both internally and externallyusing tact and diplomacy
  • Experience of managing and supporting staff from diverse professional background
  • Strong sense of discretion and ability to manage information of a confidential / sensitivenature
  • Commitment to WaterAid’s values and a working style that reflects these
  • IT skills particularly MS Word, Excel and Outlook
  • Fluency in spoken and written Nepali language.
  • High level proficiency in spoken and written English, with good interpersonal,negotiating and persuasive skills



  • Experience of conducting trainings and capacity building
